It's so interesting. I would have expected China to be the most restrictive, but you make a good case for the EU being even more... stifling. I think that's the thing - there's a clear trade off, and the US and China simply cannot take their foot off of the gas for very long, lest the other widen the lead (US) or catch up (China).

Most people default to China being the most restrictive. In this case, EU has outdone itself with its myopic attitude while forgoing any chance of technical leadership. This is certainly not to say China is not restrictive though...

Yeah. It might be a useful framework (in the future) to talk about how the nature of restriction is different. China might technically have fewer restrictions than the EU, but which LLM will better reflect world history, for example?
